David B. Orlean, Principal

David B. Orlean is the principal shareholder and Vice President of ABC Management Company and the principal shareholder and President of the Orlean Company. Mr. Orlean is also the Secretary/Treasurer of Delta Mortgage Company.

Mr. Orlean attended Stanford University (B.A. 1973) and Stanford Law School (J.D. 1976). He began his professional career as a prosecuting attorney for the US Department of Justice in 1977. In 1981, Mr. Orlean elected to enter the real estate field on a full-time basis by joining the family business, for which he had previously worked during his undergrad and law school breaks. As such, Mr. Orlean has been a real estate professional at Orlean/ABC for the past 30 years.

Mr. Orlean has been involved in virtually all aspects of real estate development, construction, and finance, primarily in the area of multifamily and elderly (including congregate care, assisted living, and nursing home) housing. To supplement his practical experience, he has achieved licensure as a real estate sales person and has attended numerous conferences and seminars. On an ongoing basis, his primary responsibilities have involved supervising and coordinating the various operating entities that compromise Orlean Enterprises.  He oversees the operations of ABC Management and The Normandy Retirement Community which together employ approximately two hundred fifty people.  As an attorney, he has also been primarily responsible for reviewing any litigation in which the companies have been involved, contractual arrangements, and any other legal aspects of the business.

Mr. Orlean has also involved himself in a great number of charitable and community activities outside the workplace.  He has served on the Board of the Jewish Community Center of Cleveland since 1987 and has held several officer positions.He has also been involved with Heartland PAC, Jewish Community Housing and the Montefore Nursing Home.  In all cases, he has served as an officer of these agencies, including having been the President of Jewish Community Housing for  two year term.  He is currently the President of the Commission on Cemetery Preservation of the Jewish Community Federation.  He also currently serves on the Community Advisory Board of Lakewood Hospital, part of the Cleveland Clinic system, in Lakewood, Ohio.

Kenneth S. Lurie, Chief Operating Officer

Kenneth S. Lurie, COO for Orlean Enterprises, an integrated enterprise consisting of The Orlean Company and ABC Management, in Beachwood, Ohio.  Since joining Orlean in 2009, Ken has been charged with supervising both the development activities of The Orlean Company as well as operations of ABC Management.  The Orlean Company is involved in multiple areas of development including commercial, retail, and residential.  ABC Management’s portfolio spans over 35 properties and 3600 units.

Ken spearheaded the acquisition of 109 houses and was the lead developer of a redevelopment project bringing a Target and Giant Eagle to the community located at West 117th and I-90.  Specifically, Ken has taken the lead on the development of Bluestone Community, a new upscale urban living community in Cleveland Heights, Ohio, which will consist of approximately100 units when completed; Rivercreek of Acacia, a distinctive high-end housing community; and Kenilworth Mews, a luxury custom built prarie home neighborhood.  Ken also oversees the operations of The Normandy Apartments retirement community, and upscale independent living facility in Rocky River, and The Normandy Care Center, its nursing home counterpart.  Moreover, Ken headed up the development of The Marketplace at Avon, which now consists of a Cambria Hotel and Suites, and several restaurants and other retail outlets on ten acres of land.  Further, Ken is credited as being a pioneer of urban infill housing, having built and developed several thousand new and renovated homes in the City of Cleveland and its inner ring suburbs.  Ken is taking a central role in building and developing Cambria Hotel and Suites throughout the United States, and new upscale business flag of Choice Hotels International.

As an active member of the Northeast Ohio Real Estate community, Ken has received many accolades for his work throughout Ohio.  Some of those awards include the Harvard Business Inner City 100, Ernst and Young Entrepreneur of the Year, Weatherhead 100, and was elected to Leadership Cleveland Class 1996.  Ken serves on several non-profit boards providing sober living and recovery services for men and women in Cleveland.

Larry D. Looney, President

Larry D. Looney is President of ABC Management Company and has been associated with the firm for the last 35 years. Mr. Looney has been a housing management professional for 37 years and has vast experience in property management and development. His experience includes commercial and residential management as well as asset management. His residential experience includes conventional, elderly, low-income tax credit and a wide array of HUD-insured multi-family housing management.

Mr. Looney holds a Bachelor of Arts degree in Business Management from Kent State University, Kent, Ohio. He also holds real estate brokers licensing in the State of Ohio and in the District of Columbia (Washington, D.C.). Additionally, he holds a Certified Property Management designation (CPM) and a National Assisted Housing Professional Executive Level designation (NAHP).

Mr. Looney is a member of many management associations and has conducted numerous classes in the field of Real Estate Property Management and Homeless Awareness

 

Cameron S. Orlean, Vice President

Cameron S. Orlean is Vice President of Orlean Enterprises in Beachwood, Ohio.  As Vice President, Cameron is involved in the supervision of both The Orlean Company and ABC Management. The Orlean Company is the development division of Orlean Enterprises, specializing in residential and commercial property development.  ABC Management serves as the management arm of the company and has a portfolio of approximately 3600 units ranging from affordable housing, to market rate apartments and condominiums.

Cameron received his J.D from Saint Thomas University School of Law in Miami, Florida, and is a member of the Ohio Bar.  Cameron is a member of the Cleveland Metropolitan Bar Association, and a member of the Bar Association’s real estate law division.  Before law school, Cameron attended The Ohio State University, and received a Bachelor of Arts in Urban and Regional Studies. Cameron also holds his Ohio Real Estates license, and is in the process of obtaining his Ohio Real Estate Broker’s License.

Before joining the Orlean Company, Cameron interned with Ohio State Treasurer Josh Mandel for several years, and was an integral part of his State Represenative campaigns.  Furthermore, Cameron served as a law clerk at the law firm of Greenspoon Marder, in Ft. Lauderdale, Florida, and at the law firm of Daniels, Kashtan, Downs, Robertson, and McGirney, in Coral Gables, Florida, both specializing in real estate law.

David M. Roth, CPA, Controller

David M. Roth joined ABC Management and the Orlean Company as Controller in June 2000. Mr. Roth brings to ABC a diverse background in accounting and financial management with expertise in Big 4 public accounting and various industries ranging from a start-up HMO to an international manufacturing company.

In his current capacities, Mr. Roth compiles all primary financial data on properties managed by ABC and closely monitors their financial performance. He assumes responsibility for investing funds belonging to the various properties, seeking to achieve maximum returns consistent with the imperative that property assets be safeguarded.

Mr. Roth also coordinates with all entities having an interest in the financial performance of the properties, including mortgage services, and government and private auditors. He also reviews tax statements and files necessary tax complaints. Mr. Roth’s vigilance in this area has created beneficial returns for many properties.

Jerry Mullins, Director of Operations

Jerry M. Mullins is the Director of Operations for ABC Management Company. Joining the company in May of 2015, Jerry brings a wealth of knowledge and experience with him from his 15 years in the Multifamily Housing business.

Mr. Mullins attended Kent State University (B.A. 2000). He began his professional career as a Property Manager for Shelter Properties, LLC for 3 years. In 2004 Mr. Mullins joined PK Management, LLC as a Property Manager overseeing 2 properties in Erie, PA. and Ashtabula, OH. He worked his way into an Area Manager position, overseeing 5 properties, then as a Regional Manager overseeing 15 properties in PA. and OH. Upon his departure from PK Management, Mr. Mullins was overseeing the operations of a mixture of 32 Section 8, Tax Credit, and Conventional Housing in 3 states. As such, Mr. Mullins has continued to thrive in the Property Management business environment.

Mr. Mullins has been involved in virtually all aspects of real estate management, primarily in the area of multifamily and elderly housing. To supplement his practical experience, he has achieved numerous industry certifications as well as attending many conferences and seminars.

Devon Palmowski, Director of Compliance

Devon joined ABC Management in January of 2015. Devon has been in the Affordable housing industry for 15 years and had been involved in all aspects of affordable housing.

Devon began her career in a mixed use with Moderate Rehab, Metropolitan Vouchers, Project Based Section 8, and LIHTC at a 444 family property in Kent, Ohio in 1998. In 2002 she joined Associated Estates Realty Company where she was managing multiple projects and a LIHTC lease up of 2000+ units in Cleveland, Ohio. In 2008 PK Management obtained all of Associates Estates portfolio where Devon was then the Director of Compliance nationally for the company overseeing compliance for 8000+ units in 13 states.

Devon’s essential role is to ensure compliance and to analyze organizational operations within the Rules and Regulations the company has agreed to adhere to with HUD, LIHTC Sec 42, Investors, State Agencies, etc. This critical role improves the effectiveness of risk management, control, processes, and ensure not only current compliance, but continuing compliance as well.
